Congratulations! You passed the exam and got an offer from a Japanese graduate school. That is a big step.

Now you need a student visa. But first, you need one more paper: the Certificate of Eligibility, or COE.

Many students are confused by the COE. This guide explains it in simple steps.

What Is a Certificate of Eligibility (COE)?

A COE is an official paper from the Japanese government. The Immigration Services Agency of Japan issues it.

It says that Japan has checked your plan. Japan agrees that you can come as a student.

Important

A COE is not a visa. You need both. You use the COE to apply for the visa.

Do You Need a COE?

Most master’s students do. Students who are not already living in Japan usually need a COE before they apply for a student visa.

There are some exceptions. For example, some MEXT scholarship students can apply for a visa without a COE. The rules can be different for each university and each program.

Check your offer papers

Your university will tell you if you need a COE. If you are not sure, send them an email.

Who Applies for the COE?

This part surprises many students. You usually cannot apply by yourself.

The COE application is made in Japan, not in your home country. So someone in Japan applies for you. This person is called a proxy.

For master’s students, the proxy is usually your university. The international office sends the papers to the immigration office for you.

Some universities do not apply for the COE. In that case, a friend, a relative, or a licensed immigration lawyer in Japan can do it.

Ask your university:

  1. Do you apply for the COE for me?
  2. When will you start?
  3. What papers do you need from me?

Do not apply through more than one place.
Some universities warn that multiple applications may cause the immigration office to reject all of them. Choose one way and follow your university’s guide.

Step-by-Step: How to Get Your COE

STEP
Get your admission.

The immigration office checks that you were really accepted. So your admission letter is very important.

STEP
Send your documents to the university.

The university will tell you what to send. Common papers are listed below.

STEP
The university applies for you.

The staff submit your papers to the immigration office in Japan.

STEP
Wait for the result.

The immigration office checks your papers. This often takes 1 to 3 months. Some cases are faster, but you should plan for the longer time.

STEP
Receive your COE.

Your university sends it to you. It may be a paper copy or a PDF by email. Since 2023, online COE (eCOE) has been possible in some cases.

What Documents Do You Need?

Each university is a little different. The immigration office usually looks at two things:

  1. Were you really admitted? (your admission letter and your last school’s graduation certificate)
  2. Can you pay for your life in Japan? (bank balance, income, or scholarship papers)

Common papers:

  • COE application form (the university may prepare this)
  • Photo for the COE: 4 cm tall × 3 cm wide
  • Copy of your passport
  • Admission letter
  • Graduation certificate of your last school
  • Proof of money (bank statement, sponsor papers, or scholarship letter)
  • Resume or CV (some universities ask for it)

Careful with photo sizes!
The COE photo is 4 cm × 3 cm. The visa photo is a different size (usually 45 mm × 35 mm). Do not mix them up. Always check the size your university and the embassy ask for.

Tip: Some universities say your papers must be recent. For example, one university says all papers must be issued within three months of the day you submit them. Do not get your bank papers too early.

About money: your bank papers and family income papers matter a lot. If your family pays, you may need papers that show who pays and how much. Ask your university how much money they want to see.

How Long Is a COE Valid?

A COE is valid for 3 months after the day it is issued.

Within these 3 months, you need to:

  1. Apply for your student visa at the Japanese embassy or consulate.
  2. Get the visa.
  3. Enter Japan.
Watch the date!

If you wait too long, the COE expires. Then you may have to start again. Make a plan with your start date: April or September/October.

What to Do After You Get the COE

STEP
Check your COE.

Look at your name, date of birth, and passport number. If there is a mistake, tell your university right away.

STEP
Apply for the student visa.

Go to the Japanese embassy or consulate in your country. Some countries use an agent office for the first step, so check the embassy website.

STEP
Bring your COE.

Most embassies ask for the COE. Some want the original. Others accept a printed copy. If you got an eCOE (a PDF), ask the embassy how they want it. Always follow the embassy’s list.

STEP
Receive your visa.

A visa is usually valid for 3 months from the issue date.

Do not buy your flight too early.
A COE can be delayed. And a visa is never 100% sure. One Japanese embassy asks students not to book tickets before the visa application. Wait until you have your visa.

STEP
Book your flight.

Arrive in Japan before the COE and visa expire.

STEP
Show your papers at the airport.

You show your passport, visa, and COE to the immigration officer in Japan.

FAQ

Is the COE free?

The government does not charge a fee for the COE. But you may pay for things like bank papers, translation, and mailing. Some agents or lawyers also charge a fee. Ask your university.

Can I get a COE without an admission?

No. The immigration office checks your admission, so you need an offer first.

Can I get a COE after I arrive in Japan?

No. Students who are outside Japan need the COE before they get the visa. Plan ahead.

Does a COE guarantee a visa?

No. The embassy still makes the final decision. But the COE makes the visa process much easier.

I am a MEXT scholarship student. Do I need a COE?

Not always. Some universities say MEXT students can apply for a visa without one. Follow the instructions from your university and the embassy.

What if my COE expires?

Contact your university right away. You may need to apply again.
